Abstract
This study was commissioned by the Joseph Rowntree Foundation, in collaboration with the Local Government Association (LGA) and the Improvement and Development Agency (IDeA), to explore the role of councillors in partnership working. As the original brief for the research observed, decisions about who should represent the authority on which partnerships appeared to be taken in an ad hoc manner with little consistency between and within authorities. At a time when external partnerships are proliferating, the sponsors of the study felt it would be timely both to explore the experience of members and to identify ways in which they might be supported in the new roles which partnership working was requiring of them.
