Abstract
The Heseltine Institute is marking Liverpool’s status as host city for Eurovision 2023 with a special series of policy briefings. In this first briefing of the series, Dr Catherine Baker (University of Hull) discusses some of the key themes that will define this year’s event. With 2022 winners Ukraine unable to host, the eyes of the world will be on Liverpool. While Eurovision offers significant opportunities for place-branding and cultural diplomacy, this task will be uniquely complicated in 2023. With just two months to go before the grand final, this policy briefing identifies several challenges for the event organisers and those involved with promoting Liverpool and the UK.
