A Critical Assessment of the EU Public Procurement Directives: reforming the public and utilities markets in the EU

Abstract
This article evaluates the objectives of the legal framework on public procurement in the European Union and evaluates its contribution to the internal market. A critical analysis of the public procurement acquis's evolution is set out, which reveals an environment that is occupied with conceptual and regulatory interfaces, exhibiting advanced interoperability with the legal systems of EU Member States, and faced with continuous market-driven modality changes in the awarding and financing of public contracts for the delivery of public services.
