Project Description

Two senior civil servants have invited Gerald Midgley to the Cabinet Office on 7 January to talk with them about the recently-announced Machinery of Government (MOG) Review. They have a mandate to improve the ability of government to deal with ‘wicked’ policy problems. Specifically, they have been asked to:
1. Examine how to build systems thinking capabilities in the civil service;
2. Look at what is needed to improve inter-ministry collaboration, plus collaboration with stakeholders (including in local areas); and
3. Produce recommendations for restructuring the civil service to feed into the MOG Review.
The project will employ a PDRA to interview civil servants from across the ministries, plus stakeholders in Hull and the East Riding, in order to identify
a. Options for meeting the above objectives;
b. Barriers to meeting them; and
c. Potential ways to overcome the barriers.
