Project Description

University of Hull in collaboration with Shiva Foundation and West Midlands Anti-slavery Network have sought to assess the value of cultural and structural competency in improving equity and effectiveness in legal enforcement, support services and identification of those affected by modern slavery. The project focused on individuals facing identity-based oppression to analyse how cultural/structural competency can address modern slavery and re-exploitation risks.

The data was gathered by conducting interviews and focus groups with professionals and individuals with lived experience of modern slavery. The findings are presented in three interconnected levels: micro, meso, and macro. The initial findings show that cultural and structural competency can be a promising approach to addressing modern slavery. However, there is always a risk that the organisations’ intention remains tokenistic – a ticking-box exercise. Cultural competency is not something that can be learned in a one-hour tutorial online. Any training provided needs to assist professionals in reflecting on their practices, and resources must be developed so that they can apply these skills practically.
