Abstract

Inclusion is a dominant and ‘elusive’ concept, as there are multiple meanings of inclusion, used by different people in different countries and, hence is used in different ways. For example, in the United States, Lipsky and Gartner (1997) see inclusion as effectively being about a reform of special education in order to place and maintain students with disabilities in mainstream schools.
