Abstract
This research empirically investigates the direct and indirect effects of government regulations on micro, small, and medium-sized enterprises (MSMEs) in Saudi Arabia and examines why these regulations have the impact that they do. It confirms the direct effects reported in the literature, and further reveals contextual and cultural issues concerning the direct effects. This thesis also provides a better account than formerly available of the nature of these effects, as mediated by national culture, explores the extent to which policymakers’ knowledge impacts the regulations that they enact, and examines how this knowledge has affected the quality of the regulations.
This research was conducted based on qualitative interview data collected from entrepreneurs and owners of MSMEs who are required to implement the regulations in question. Based on their responses, another interview question was designed for policymakers to examine the impact of their regulations on MSMEs, and the second phase of this research took account of the opinions of policymakers from the ministries directly involved in formulating the regulations.
This research makes significant contributions in terms of originality and utility. It supports our theoretical understanding of Saudi policymakers’ knowledge of the impact of the regulations they enact on MSMEs’ performance; for example, it shows the extent to which they are aware of the effect that their regulations have on MSMEs of different sizes and types. The empirical model derived from the findings can be used in the future to better inform policymakers on how quality regulations can improve the quality and suitability of the regulatory framework for MSMEs, and thereby better enable them to achieve their aim of maximising the SMEs contribution to the Saudi economy.
