Production of a high-level report outlining the key issues for ‘levelling up’ in Hull, in order to set out the case for foci and investment in Hull by national and local bodies. Producing an initial assessment of the issues, challenges, and opportunities for Hull, it is proposed that the first stage is delivered in the form of a ‘consultancy’ style project with the University of Hull (UoH) driving forwards this work. Identification and agreement on the key themes for further investigation and analysis.

Hull needs to be the area of focus – what are Hull’s top geographic inequalities? This also needs to be about the people of Hull as much as the geography. What are the unique set of characteristics that define Hull?

In terms of the “interlocking issues of productivity, skills and place”, poverty, social Inclusion, spending on investment, transport and infrastructure, employment/workforce/attraction & retention of skilled staff, R&D, health inequalities, Culture, tourism and hospitality are critical factors. In addition, Covid Recovery and impact on employment, health inequalities etc and how partners are responding with their recovery plans are salient. Therefore, consultation with key stakeholders (from the Hull Place Based Board) is essential.
